Administrative Structure

Secretariat and Directorate

Uttarakhand Administration : The Uttarakhand Secretariat is composed of various state government departments headed by a minister (political executive) and a secretary (administrative executive). It frames policies and programs.

The responsibility for executing policies rests with department heads called directors. Together the Secretariat and Directorates form the administrative structure.

  • Indirectly elected Up-Pradhan/Up-Pramukh/Up-Adhyaksh

Highlighted Role: Information dissemination, infrastructure for schools, MGNREGS employment, birth-death certificates etc.

Urban Local Bodies

3 Types:

  • Municipal Corporation (pop > 1 lakh)
  • Municipal Council (pop 10,000 – 1 lakh)
  • Nagar Panchayat (pop <10,000)

Key Features:

  • Directly elected Mayor/Chairperson is political, executive and administrative head
  • State Finance Commission recommends devolution of 10.5% funds to ULBs
  • Improved service delivery through various urban missions like Smart City, AMRUT, Swachh Bharat

Uttarakhand has a unicameral state legislature consisting of 70 Vidhan Sabha seats. For the national Lok Sabha, the state has 5 parliamentary constituencies.
